The Public Health Service (Öffentlicher Gesundheitsdienst (ÖGD)) is facing a whole raft of challenges making it increasingly necessary to ramp up digitalisation. The German Federal Government and states have responded by launching the Pakt für den ÖGD (public health service pact) funding programme, which is aimed at supporting health authorities as they strive towards a Digitales Gesundheitsamt 2025 (roughly: Digital Health Authority 2025). Financial resources and a model designed to evaluate each authority’s readiness form the reference framework.

Public health service pact.
The funding programme is aimed at facilitating the flow of information between health authorities and ensuring interoperability across all levels allowing collaboration, planning and coordination of measures to be effectively designed and support for the public health service during the digital transformation. This is the reason behind the development of the readiness model, which has been split into eight elements:

Citizen-focus
Collaboration
Software, data and interoperability
The model is designed to illustrate the status quo while also defining the objectives and from this, specific recommendations for action can be defined. It is also a pre-requisite for funding.

Head of Public Sector Consulting at Bechtle in Hanover, Florian is an expert in the digital transformation of public administration. Having worked as a project manager for many years, he supports customers in the digitalisation process with a focus on the Online Access Act (OZG), the pact and the introduction of electronic patient files.
Heiko works as a project and programme manager at Bechtle Hanover in the Public Sector division. As an expert on the pact he supports customers when it comes to investments and advises on the development of digitalisation concepts for the ÖGD. He also plays a supporting role when it comes to realising specific measures on a state-wide and municipal level.
